"run down neighborhood"

This part of Des Moines is filled with some dilapidated old homes. Most are very small, falling apart, and not worth anything more than the price of the lot the homes sit on. The neighborhood doesn't have a lot to offer in the way of leisure or accessibility to anywhere fun.
