Is panhandling a problem in Downtown Cincinnati or Over-The-Rhine?

Cincinnati was the first city to pass a pan handling ordinance that required pan handlers to purchase a license. City beggars have become a bit more low key to stay out of trouble, but they're still out there. They're not just in OTR or Downtown. I see pan handlers just about everywhere. The other day a man was standing on a corner in Hyde Park asking passing motorists for money.

Never a problem, I see it here and in other cities but would never say it was an issue.
