It's not much of a neighborhood. The only reason I've ever heard anyone say they were going there is because they had to go to court. It has no restaurant, bar or entertainment scene. The streets are pretty treeless and there is no one walking around at night. I wouldn't suggest living there. Considering how lame it is, the apartments aren't even reasonable. And, it's kind of a pain getting in and out of there. Civic Center is more of a place you have to go than a place you would want to.
