I can't speak of the rest of the city, but like SuzM says, a lot of the opinions are based on sports affiliations. Many Cincinnatians cheer for Ohio State, especially when they play Michigan.
Cincinnatians loved the Browns until the city got their own football franchise. You'll still see an occasional Browns hat left over from past loyalties.

This is really a subjective question and I'm not really sure if there is a particular answer for it. I think that most Cincinnatians probably don't really think about people in the rest of Ohio, unless it is related to sports. When it comes to sports, they might think poorly of the people of Cleveland as Cleveland is the only other city in Ohio with professional baseball and football teams. The Cincinnati Reds and Cleveland Indians are in different baseball leagues, so there is not a huge rivalry between these teams. Although, the two teams used to play annually for the Ohio Cup, prior to the start of inter-league play they now play each other as part of annual MLB interleague play. On the other hand, the Cincinnati Bengals and Cleveland Browns have an intense, long-standing rivalry, because they are both in the same division in the NFL (very unusual for teams in the same state). Former Cincinnati Bengals coach, Sam Wyche, once stoked the flames of rivalry when, during a game with the Seahawks, fans started throwing debris on the field. Wyche said "Will the next person that sees anybody throw anything onto this field, point him out...and get him out of here. You don't live in Cleveland, you live in Cincinnati!"
