According to the National Drought Early Warning Outlook, February 2013, " Much of the central U.S. is still in the grip of long-standing moderate (D1) to exceptional (D4) drought, while recent
rain has brought relief to the southeast U.S. Abnormally dry (D0) to exceptional drought (D4) conditions exist over 67% of the contiguous U.S., which, although still serious, is a slight
improvement since fall 2012.
Denver Water is considering a Stage 2 drought condition which means limited outdoor watering times and days.

that is correct, we need about 8FT to be were we should be in precipitation.

Until now! LOL. It is true that we are under for total precip. We really need our accumulation totals up. From fire danger to our farmers to water restrictions for residents,...the drought conditions impacts us all.
