What is the most dog-friendly neighborhood in Baltimore?

There are a number of great dog-friendly neighborhoods: Federal Hill has two parks and the sidewalks are full of people walking their pup, Locust Point has a dog park, neighborhoods surrounding Patterson Park would be great for dog owners -- the park is enormous and houses a large dog park, Hampden, Roland Park and Charles Village surround JHU and have a lot of greenery and open spaces.
