Best Baltimore neighborhood for young professionals?

I am considering moving to Baltimore for grad school (University of MD school of Social Work) and to further my career, potentially staying in the city permanently. I am looking for the best neighborhood for a young professional couple? I'm looking for some main things: dog friendly, safe for walking, mix of night life/restaurants/bars, and preferably not the most expensive neighborhood around.

Thoughts on Fells Point, Federal Hill, and Hampden?
