What are the best places to live outside of Richmond area?

I am moving to VA, near Richmond and I am looking for a very laid back lifestyle. I want to live in a safe area that is quaint and quiet, racially diverse, affordable, not much traffic, some shopping or groceries stores. I am looking for a town home or apartment from 500-900 for rent, 1 or 2 bedroom, and looking to live outside of Richmond. Any suggestions?

Mechanicsville might be a good fit on some counts: not much traffic, affordable, quiet. It's a bit of a drive to most things. Maybe 10 minutes from the city.
The Near West End is nice if you can find the right price for an apartment. I think it checks all your boxes. There are some rentals right on the Henrico side that seem nice.
Southside could also be a nice fit.
